At the age of 35–36, Khileshwar Khilesh Bante is recognized as an independent social innovator and development visionary who has spent nearly two decades developing governance, research, and institutional concepts aimed at advancing science, innovation, and sustainable human development.
Since 2006, he has worked on long-term policy frameworks, research governance concepts, and development initiatives through Scientific Development Federation (SDF Trust). His notable concepts include Bill Shodhpalika (Freedom of Fourth Pillar) and UNIMATS, both envisioned to strengthen research, innovation, institutional development, and international cooperation.
In 2025, he established Shri Lakshmi Narayani Vigyan Samiti (SLNVS Samiti) to bring these long-term visions closer to society through grassroots initiatives such as the Food Treasury Mission and the proposed Shri Lakshmi Narayani Vigyan Mandir project.

Khileshwar Yuvraj Bante, popularly known as Khilesh Bante, is the Founder of Scientific Development Federation (SDF Trust) and Shri Lakshmi Narayani Vigyan Samiti (SLNVS Samiti). Since 2006, he has been dedicated to developing visionary concepts, public-interest policies, scientific initiatives, and sustainable development models aimed at strengthening society through innovation, research, knowledge, and human welfare.
In 2006, he laid the foundation of the Scientific Development Federation (SDF Trust), a platform established to develop long-term ideas, governance concepts, research frameworks, and development policies for the future. The vision of SDF Trust is based on the belief that science, technology, education, healthcare, agriculture, innovation, and social development should work together to create sustainable solutions for national and global challenges.
One of the most significant concepts developed under the SDF Trust vision is Bill Shodhpalika (Freedom of Fourth Pillar). This proposed legislative framework envisions an independent national governance system dedicated to research, innovation, scientific advancement, and knowledge development. The concept aims to establish a specialized administrative structure for India's research and innovation ecosystem, bringing together institutions involved in advanced technology, engineering, medical sciences, agriculture, academic research, and strategic development within a dedicated framework focused on long-term scientific progress.
The vision of Bill Shodhpalika seeks to create an independent governance mechanism for research and innovation institutions, enabling them to operate with continuity, coordination, and long-term planning. The proposed framework envisions constitutional linkage through the office of the President of India at the national level, with corresponding arrangements at state and district levels through designated authorities established under the system. Its broader objective is to strengthen India's innovation capacity, scientific excellence, and knowledge-based development through a dedicated governance structure focused on research and institutional advancement.
Another landmark initiative developed under the SDF Trust vision is UNIMATS(International Ruls of Law, United Nations). UNIMATS is envisioned as a global policy framework designed to promote international cooperation through science, technology, academic education, healthcare, agriculture, management, and research-based development.
The UNIMATS vision proposes an international framework through which countries could benefit from a network of world-class institutions dedicated to technology, medical sciences, agriculture, management, academic excellence, and advanced research. These institutions are envisioned as centers of excellence capable of supporting innovation, knowledge exchange, sustainable development, and long-term human progress across nations.
In pursuit of this vision, Khilesh Bante undertook an international visit from 17–23 March 2024 and worked to present the UNIMATS concept at forums associated with the United Nations Headquarters. This effort reflected his commitment to promoting global dialogue on scientific cooperation, institutional development, and sustainable progress for future generations.
For nearly two decades, SDF Trust served as a platform for developing ideas, policy concepts, governance frameworks, and future-oriented initiatives. To translate these visions into practical action at the grassroots level, Shri Lakshmi Narayani Vigyan Samiti (SLNVS Samiti) was established in 2025.
While SDF Trust focuses on vision creation, policy development, research frameworks, and long-term development concepts, SLNVS Samiti functions as the implementation platform that brings these ideas closer to society through practical initiatives and community participation.
Under SLNVS Samiti, programs such as the Food Treasury Mission, scientific awareness activities, community welfare initiatives, and public service programs have been introduced to strengthen local development and social participation.
The Samiti is also leading the development of the proposed Shri Lakshmi Narayani Vigyan Mandir, one of Khilesh Bante's most ambitious and long-term visions. Planned over approximately 100 acres, the project is envisioned as a unique institution where science, spirituality, education, research, innovation, social service, and sustainable development coexist within a single ecosystem. The objective is to create a center of knowledge, culture, scientific thinking, and community welfare that can serve future generations.
Khilesh Bante believes that meaningful progress is achieved when science, innovation, governance, spirituality, and social responsibility work together. Through the combined vision of SDF Trust and the grassroots initiatives of SLNVS Samiti, he continues to work toward building institutions, ideas, and development models that contribute to national advancement, global cooperation, and the welfare of humanity.
